It emphasises shifting from traditional compliance-based quality checks to a culture where continuous improvement, accountability, and innovation are embedded in institutional practices. Institutions are encouraged to develop robust internal systems that use data, digital tools, and flexible learning approaches to monitor and enhance the quality of teaching, learning, and student outcomes.
